Gavin Miller

DfE Framework Director

Gavin has been DfE Framework Director since March 2019 having previously been DfE Framework Manager for four years.

He ensures framework compliance and national consistency, working closely with our regional businesses to maximise our support of the DfE delivery programmes.

Gavin attends our Group Public Sector Committee and our National Preconstruction Forum.

Experienced manager with a demonstrated history of working in the construction industry both in the UK and USA. Skilled in Project Bidding, Framework Management, Construction, Value Engineering, Cost Management, and Commercial Management. Strong professional with a BSc Quantity Surveying from London South Bank University.

Gavin joined Wates in 1989 as Trainee Quantity Surveyor, progressing to Project Surveyor working on high end commercial and banking new builds and cut and carves in central London and a sheltered housing development in Barking.

In 1997 Gavin moved to the USA, during his 12 years there, he worked across multiple sectors including Downtown Los Angeles Historic Quarter property development schemes, the Walt Disney Imagineering worldwide theme park expansion programme, Antelope Valley Hospital Imaging and Medical Centre and the Los Angeles Unified School District modernisation programme. He acted as Vice President of Operations overseeing a team of 50 cost consultants, construction managers and administrative staff.

In previous roles for Wates since returning to the UK he has worked on Building Schools for the Future, Local Asset Backed Vehicles and led the successful reappointment to several DfE Framework procurements. Gavin was director of the Luton Learning and Community Partnership which delivered 14 school/community facilities, Aspire Aquatics Centre and over 300 private and social housing units.
