We’ve submitted a planning application for new temporary modular homes at Waterloo and Queen Street, which is another step forward in tackling the urgent need for housing in Havering.


This initiative is part of our 12-year Joint Venture partnership with the London Borough of Havering, a long-term commitment to reimagining communities and creating homes for all. Through this partnership, we’re delivering the Havering 12 Estates regeneration project, which will transform 12 estates and provide up to 5,000 new homes across the borough.

New and modern living spaces where people can flourish

The planning application proposes 18 high-quality modular homes, designed to give families in urgent need a safe, comfortable, and energy-efficient place to stay. These homes aren’t just quick fixes, they’re carefully designed, modern living spaces that blend into the local area with thoughtful landscaping to create a welcoming, community-focused space.

As part of the wider regeneration, we’re also progressing with Blocks 9 and 10, which will be 100% affordable housing—delivering 66 social rent (London affordable rent) and 43 shared ownership homes. Former residents of the old Waterloo and Queen Street estate will have the chance to return, while the rest of the homes will help meet urgent housing demand.

While the first phase of this regeneration was paused due to new building regulations, we’re ensuring progress continues by prioritising affordable homes first. The plan is to complete all remaining phases ahead of the final stage, expected around 2031/32. And because these modular homes are designed with flexibility in mind, they won’t go to waste when the time comes. Instead, they can be relocated to other areas in Havering where they’re still needed.

This represents a significant step forward in our mission to provide suitable temporary housing solutions for homeless families in the borough.
