We’re pleased to share that the planning application for the Farnham and Hilldene redevelopment has now been submitted.

This is a key step forward in our long-term partnership with Havering Council and our shared ambition to transform Harold Hill.

Earlier this month, local councillors joined members of our team to view the site model, which will now go on public display at Harold Hill Library, helping to bring the vision to life for the wider community.

A Milestone for the Harold Hill Regeneration

The next stage of transforming spaces for the local community

Farnham and Hilldene is the third phase of the Harold Hill Town Centre regeneration and will deliver 481 much-needed new homes, alongside high-quality retail and community spaces.

Every resident who will be moved away to enable redevelopment will have the right to return once their new home is complete, reinforcing our commitment to keeping communities together.

This planning milestone follows a successful estate ballot, where 96.3% of voters backed the Farnham and Hilldene is part of the broader £1.2bn 12 Estates joint venture, a transformative programme delivering high-quality homes across Havering.

Delivering on our promise for better places

Other phases are also progressing well:

  • Phase one: a new Family Welcome Centre at the former Abercrombie Hostel site, which is under construction
  • Phase two: Chippenham Road, which received planning approval in February, with works expected to begin this winter

Together with our partners, we’re making real progress in delivering places that matter. Not just to us, but to the people who live, work and grow in them every day.
