Year 3 of 5 | Delivering the Transformation Program
In 2024, we completed year three of a five-year modernisation program for Cheshire Fire and Rescue Service, refurbishing fire stations at Wilmslow, Congleton, and Macclesfield. As part of the Procure Partnerships Framework (PPF), this initiative aims to upgrade 19 fire stations across Cheshire. With an investment of over £5.5 million, the goal is to create modern, safe, and functional environments for fire crews, improving both their operational efficiency and workplace environment.
Delivering in Live Fire Stations
Working in live fire stations presents unique challenges. Our team collaborated closely with Cheshire Fire and Rescue’s operations staff to ensure that critical services remained uninterrupted. For example, during the refurbishment of Wilmslow, Congleton, and Macclesfield stations, we devised customised solutions for temporary facilities. These included ventilated, heated kit rooms to prevent contamination, gym areas, mess rooms, and showers and toilets for both men and women. To maintain communication, we installed fibre-optic connections and organised power-downs in advance with fire service management, ensuring effective alternatives were always in place.
Attention to detail was paramount—every small issue had the potential to cause significant disruptions. For instance, nails left on the ground could puncture a fire engine’s tyres, therefore affecting the operational response. To prevent this, we used a large magnet to meticulously clear the yard each night, ensuring nothing dangerous remained.
Upgrading Fire Stations
The modernisation process focused on upgrading both the functionality and sustainability of each station. Key improvements included:
A 30 sqm gym to support firefighter fitness.
Installation of new roofing, insulation, windows, doors, and shutters for better energy efficiency.
Refurbished welfare spaces, and standardisation of shower and toilet facilities.
Solar panels to enhance sustainability and new car charging stations for electric vehicles.
Creation of outdoor wellbeing spaces with gardens and picnic tables.
Each station had specific needs. For example, Wilmslow required a multi-faith prayer room with facilities for foot washing. Macclesfield, being the largest of the three sites, also houses Probation service and ambulance services, so we ensured smooth operations for all services by installing fully equipped porta-cabins with high-speed broadband. In Congleton, poor weather posed a challenge during the roof replacement, but our team adapted by working meter-by-meter under a temporary roof structure.
Supporting Local Communities
Our approach to this project extended beyond station refurbishments. We prioritised hiring local talent, including apprentices, and working with social enterprises. Key partners included:
Recycling Lives: Supporting the homeless and ex-offenders.
Nuneaton Signs: Employing people with disabilities and mental health conditions.
In total, we invested £58,209 in overall social enterprises throughout Year 3.
Community Engagement
In addition to the station projects, we engaged in local community initiatives. At Congleton, we assisted the National Trust by repairing potholes and restoring easels at Little Moreton Hall. We also tidied up the local public footpath next to the Congleton station. This was an area that attracted anti-social behaviour due to its appearance but is now a clear path down to the River Dane. In Macclesfield, we created a new seating area by a local pond and improved access through landscaping. We worked closely with the Prince’s Trust, donating recycling materials for use in their local community projects. At Wilmslow, our team volunteered with the ‘Wilmslow Clean Team,’ joining local efforts to clean the Summerfield area.

Our work has been recognised at the Procure Partnerships Framework’s National Project Excellence Awards, winning North Project of the Year and earning a shortlist spot for Social Value Initiative of the Year.
This ongoing program represents a commitment not only to enhancing fire station facilities but also to creating a legacy for the local communities they serve.
